Smith had his suspension lifted by the NFL on Tuesday, Aaron Wilson of the Houston Chronicle reports.
ANALYSIS
Smith spent time in jail for felony assault in March 2018 and was subsequently released by the Raiders. He remained unsigned before being suspended for the remainder of the season in November. The 31-year-old has started 122 games since being drafted during the second round by the Dolphins in 2009.

Smith was forced to play through a torn labrum during the latter portion of the 2016 season, eventually undergoing shoulder surgery in January to correct the issue. His performance has descended throughout training camp, however, and the veteran cornerback could be in danger of losing his starting spot. He notched 40 tackles, 11 passes defensed and two interceptions in 2016, but he may have difficulty sustaining that level of play.
Smith inked a four-year deal with the Raiders in the offseason after spending the past three seasons with the Chiefs. He'll join David Amerson to form the starting cornerback duo this year, although he has never been too much of an IDP option.
Smith started all 16 games for the Chiefs in 2014, but managed just one interception and 50 tackles (47 solo). He faces a three-game suspension to start the 2015 campaign, but should retake a starting spot when he returns.
At 6-3, 218 pounds, Smith's size and ability are an ideal fit for defensive coordinator Bob Sutton’s press-man scheme. Assuming he retains his starting gig out of camp, Smith -- who recorded 47 tackles an two picks last season should retain utility in deeper IDP leagues.
Smith is expected to start at cornerback opposite Brandon Flowers. With Flowers' shutdown abilities deterring quarterbacks from throwing his way, Smith could benefit with opportunities to make plays and tackles.
Along with Vontae Davis, Smith provide the Dolphins with one of the better CB duos in the NFL, but his lack of interceptions and big plays don't make him much of a threat in IDP leagues.
Smith is the starting right cornerback for the Dolphins. Smith and Vontae Davis form one of the better tandems in the league and with an improved pass rush perhaps Smith could be in line for more than the one interception he had last season.
Smith should be starting at cornerback along with Vontae Davis, but if Will Allen proves to be recuperated from his ACL tear than he may be in the mix as well for a starting job.
In June OTAs, Smith lined up as a first string cornerback. While this is no guarantee that he will begin the season as the starter, he certainly seems to have a leg up on the competition entering training camp.
