No, sports betting is not legal in Minnesota. While lawmakers have proposed changes to the sports betting bill every year, Native American tribes have yet to change their stance, as they feel "a legal sports betting market would have negative consequences to the state's delicate gaming industry." This issue is unlikely to resolve itself quickly and as of 2020, Minnesota appeared multiple years away from legalizing sports betting.

At the least, because Daily Fantasy Sports and horse racing betting are games based on skill, they are both allowed, unlike sports betting which is based on a fixed-odds system. While there have been bills proposed to regulate fantasy sports, the latest in 2018 had little support from the House, which will keep it difficult for one to pass. That said, fantasy sites like DraftKings and FanDuel continue to operate in Minnesota because they are considered games of skill.
