Garcia (suspension) was reinstated over the weekend, Matt Michelone of the Altoona Mirror reports.
ANALYSIS
Garcia wound up missing the final week of the minor-league season due to a suspension stemming from a violation of club policies. He finished the year with a 5.23 ERA, 1.59 WHIP and 68:32 K:BB across 53.1 innings of relief with Double-A Altoona.

Garcia put himself on the prospect map with a pair of strong seasons in 2014 and 2015. Last summer, his numbers looked like this: 2.76 ERA, 1.38 WHIP and 127:54 K:BB. Pitching at High-A for the first time at age 23, Garcia was more hittable than in past seasons, allowing nearly one hit per inning. Perhaps most troubling is the fact he complained about shoulder pain in September. Provided he's healthy, the right-hander will likely get his first taste of Double-A ball in 2017. Without the mid-90s velocity he consistently showed in 2015, he's probably not a high-end prospect. Prospective fantasy owners may want to steer clear of Garcia at least until his shoulder issue is resolved.
In his first full season of pro ball, Garcia put up strong enough numbers to land him Pittsburgh minor league pitcher of the year honors. The right-hander showed a mid-90s fastball to go along with two offspeed pitches, putting himself on the prospect map. He signed late, which explains why, at 23 years old, he seems old relative to his professional experience. Pittsburgh tends to advance pitchers slowly, but given his age, they might be a bit more aggressive pushing Garcia up the organizational ladder in 2016. Most likely he’ll start the season with High-A Bradenton with a potential late-summer promotion to Double-A Altoona. He’s an under-the-radar righty set to make further noise this summer.
